I played this on Rare Replay a little while ago. I didn't think about its "cheekiness", but I think that's why SanAndreas wants Bayonetta and Zero Suit Samus in the game.
I caught an interview with someone on the MUA3 team. They seem to really want to keep it close to the gameplay of the first MUA, which is music to my ears.

There's something about the feel of the gameplay mechanics that is so great. It's fast and the weapons feel powerful and super dangerous.
I think I beat the first one on the default difficulty setting, but it does get very hard. I didn't even think about the harder settings or the one with permadeath.
My favorite moment in it was probably when I cranked down the difficulty to easy and ran around dual weilding rocket launchers. Gibs be flying.
