I love GameStop.  I have a few friends that work there, so I get to learn a few things about GS' rules & policies.  

I like to have my games complete too, so I've run into your problem before.  What I do is when I already own the game incomplete and I see a case & manual later in the store, I ask the store manager if I can have the case & manual.  GS doesn't make money off the case & manual, they make money off selling the game.  That's the reason why the case and manuals are out on the shelves and "complete" games aren't more expensive than "incomplete" games.  You save yourself the trouble of having to rebuy and return/resale a game you already own.  If the employees in at the store know you as a loyal customer, then you shouldn't have any problems.  They're not breaking any laws or anything letting you have the case & manual.  They do have to make a new fake case for the game they hadn't sold yet though and that takes all of 3min.  

I actually have nothing to add to this.  Everyone before me made statements I would of made.  

It does bother me that this is such an issue.  Like Halochief stated, "movies & books can be bought and no one complains".  Hell, you can buy damn near anything used and no one says shit about it.  Why is this an issue with games?  How are games different from any other form of hobby, entertainment, or art?  The used game issue is bullshit.  Publishers & developers just don't want to admit that they spent too much money making a game and they're expectations of the return were too high. 

I been wanting to get Valkyria Chronicles 2 (PSP).  I tried to get a copy months ago, but kept missing it.  Hopefully, I can pick up a copy soon. 

I don't own a Vita yet either, but I have Persona 4 Golden.  I'm playing SMT4 now.  It's a good game.  It's tough, but if you stay with it, it becomes easier. 

I started Trails in the Sky (PSP) a little over a month ago.  I didn't get far.  The intro was too long and I thought they made the battle system more complicated than it had to be.  I'll probably try playing it again, but as of now, I don't feel like dealing with it.  May look into checking out this sequel if an english version ever releases. 

Graphical power never bothered me.  Graphics from last gen are still fine with me.  

Ikebukuro?  I hadn't got there yet.  I'm really cautious when playing rpgs and I spend a lot of time leveling up and fusing the "perfect" demons.  I hadn't been in Tokyo that long.  Boss battles have been a little easy so far as long as they have a weakness.  

I have Neo Turf Masters for my MVS arcade cab.  It's a pretty sweet game.  Even my kids enjoy playing it. 

I still hadn't played Pandora's Tower.  I barely play anything on my Wii.  It's in my son's room and I need to move it back into my game room. 

I put in most of my SMT4 playtime at work.  I work 12hr shifts and sometimes they're at night, so I have a lot of down time there.  I'm over 33hrs into the game.  I'm not sure how far I'm in the story though.  

NICE.  I just picked up a 3DSxl, so I'll have to wait a bit before I get a Vita.  Maybe after the holidays, I can snag a Vita.
