It depends on how you define fighting games but I think that distinction usually goes to 1984's Karate Champ. But the genre, of course, didn't really come into its own until SFII.

After some quick research, it looks like Pirate Ship Higemaru is on the Reloaded PSP collection (I've been playing through the Remixed collection for BaD). I have that one too, so I'll get around to playing it eventually but after this month I'll need a break from old Capcom games!
